What is the role of the public sector and the non-profit sector, in reviving the riverfront and attracting and engaging private investment?

OUR PANELISTS:

   Thomas Corcoran, President, Delaware River Waterfront Corporation
Thomas Corcoran has an undergraduate degree in political science from Loyola University in Chicago and a MPA from the Wharton School at the University of Pennsylvania.  He was the founder and president of a non-profit downtown waterfront development corporation in Camden, NJ.  For twenty five years, he led the transformation of this area on the Delaware River from a mostly vacant, post-industrial waterfront into a center of entertainment, office, and residential development, attracting over $550 million of private and public investment.  In October 2009, he became the first president of the newly created Delaware River Waterfront Corporation (DRWC), which is responsible for planning and coordinating the redevelopment of a seven mile stretch of Philadelphia’s waterfront along the Delaware River, directly across from his former place of work in New Jersey.

    Feather O. Houston, President, William Penn Foundation
Feather Houstoun leads the William Penn Foundation, which invests approximately $64 million a year in the Greater Philadelphia region in support of children and youth, arts and culture, and environment and communities.  Houstoun served in the cabinets of Governors Tom Ridge (Pennsylvania) and Tom Kean (New Jersey).  As Pennsylvania’s Secretary of Public Welfare, she headed programs associated with welfare, Medicaid, developmental disabilities, and behavioral health. As New Jersey Treasurer she oversaw all fiscal matters including budget, public pensions and debt issuance, as well as the State Planning Office. She has also served as Chief Financial Officer for SEPTA, and held federal and state posts in housing.  Following her eight years in Harrisburg, she was a senior visiting scholar at the University of Pennsylvania teaching and conducting research on public management issues. She has written and published extensively on growth management, gubernatorial leadership, housing, smart growth, and community development. She was elected a Fellow of the National Academy of Public Administration in 1991.

    The Honorable Frank DiCicco,  Councilman, First District, City of Philadelphia 
Councilman Frank DiCicco is currently serving his third four-year term as Philadelphia's First District City Councilman. Councilman DiCicco is a lifelong resident of South Philadelphia and began his career in public service as a Committeeman in 1967. In 1972, he began a long stint at Philadelphia Traffic Court and retuned to the Traffic Court as Administrator in 1993, after seven years of work in the State Senate. Presently, Councilman DiCicco serves as Chair of the Streets and Services Committee. He also serves on many boards including Historic Philadelphia, Inc. the Reading Terminal Market, the Philadelphia Convention and Visitors Board, Penn’s Landing Corporation, Fund for Philadelphia, the Jefferson Square CDC, and is a Commissioner to the Delaware River Port Authority. The Councilman was also very involved in planning process for the Central Delaware River Waterfront, and sponsored the legislation that created the Zoning Code Commission.r Street appointed Mr. Auspitz chairman of the Zoning Board.
