Anthony L. Otten, Chief Executive Officer, Versar, Inc.
Mr. Otten has more than 25 years experience as a Chief Executive Officer and Chief Financial Officer, with extensive experience in general and financial management, corporate finance, turnarounds and workouts both in and out of bankruptcy, mergers and acquisitions and strategic planning. Prior to becoming Chief Executive Officer of Versar, Inc., (NYSE Amex) on February 10, 2010, Mr. Otten has worked in a number of industry segments, including manufacturing, distribution, government contracting, technology, real estate and financial services.
Most recently, Mr. Otten was a Managing Director of New Stream Private Equity (NSPE). NSPE undertook control-only investment in lower-middle market companies, focusing on distressed or underperforming companies. Mr. Otten, as Portfolio CFO, co-led all operational due-diligence on any target acquisitions and had financial oversight of all portfolio companies. Prior to joining New Stream, Mr. Otten served in a variety of interim senior executive positions. Significant appointments were:
• Court-appointed Chief Restructuring Officer and Financial Advisor for Innovative Technology Application, Inc., a government contractor in Chapter 11;
• Court-appointed CRO and President for a financial services company, Capitol Resource Funding, Inc, undergoing a Chapter 11 restructuring;
• Senior Vice President and Chief Financial Officer for $150MM commercial real estate development and construction firm undergoing a restructuring; and,
• CEO of a $100MM buyer and reseller of low-income single and two-family homes undergoing a turnaround and eventual liquidation of the company.
Previously, Mr. Otten has served as Senior Vice President and CFO of NXT Corporation and Vice President for Mergers and Acquisitions for The Bromley Companies. Mr. Otten has also held senior management positions with Marriott Corporation and Cabot Corporation, including Managing Director of Cabot Safety Corporation, based in the UK.
Mr. Otten received a Bachelor of Science degree in Political Science from the Massachusetts Institute of Technology, with a minor in Economics, has done graduate course work at the London School of Economics, and has a Masters in Public Policy from Harvard University's John F. Kennedy School of Government. Currently, Mr. Otten is serving as a member of the Board of Directors for Versar, Inc., Heartline Fitness Products Inc, and IWT, LLC. He is also a member of the Dean’s Alumni Leadership Council at the JFK School of Government, Harvard University and a Council Member of the Smithsonian Council for American Art.
James C. Dobbs, Senior Vice President, General Counsel & Corporate Compliance Officer, Versar, Inc.
James C. Dobbs, joined Versar in 1992 as Vice President, General Counsel, and Secretary. In October 1999, he was elected Senior Vice President. From 1984 to 1992, Mr. Dobbs was employed by Metcalf & Eddy, Inc as Vice President and General Counsel where he was responsible for providing legal and regulatory advice to senior management. Previously, he was Associate Counsel at Research-Cottrell, Inc. (later Air & Water Technologies Corporation). He worked as an Associate at Morgan Lewis after he clerked for the Honorable J. William Ditter, Jr. at the United District Court, Eastern District of Pennsylvania in Philadelphia.
Mr. Dobbs is Versar’s Chief Legal and Corporate Compliance Officer responsible for all the company’s risk management, compliance, and contracting activities. He has advised clients, including federal agencies, on government contracting, procurement, and environmental programs. A former member of the Federal Privatization Committee of the National Council of Public Private Partnerships, he has worked with senior government representatives on expediting privatization programs, including light rail, wastewater treatment facilities and military housing projects both in the United States and overseas.
Mr. Dobbs, who graduated with an economics degree from Georgetown University, has both a law degree from New York Law School and masters in corporate law from NYU Law School. Mr. Dobbs has lectured and written extensively on outsourcing, privatization, and government contracting.
